The English paper in Civil Services Mains Exam is only qualifying in nature i.e. you only have to score minimum passing marks (75 marks).
From the above given UPSC syllabus, it can be inferred that all you need to do to pass this paper is to be able to write at least a paragraph of a story in English.
In English paper, whether you have to write an essay, or prepare an answer from a passage, or write a brief summary of the given essay, for all these you should know basic English as much as is required to write a story, it is sufficient.
For this, read as many stories in English as possible, then try to write the same story in your own language (English) without looking at it.
